Capital Improvement Goals
Steele Ave: Add Curbs and Continuous Sidewalks (Including Traffic Calming Devices)
This project proposes the installation of curbs and continuous sidewalks along Steele Avenue to improve pedestrian safety and accessibility. Traffic calming devices, such as speed bumps, will be added to reduce speeding and enhance overall street safety for residents, especially children and the elderly.
Grace St: Add Curbs and Continuous Sidewalks (Including Traffic Calming Devices)
The Grace Street project aims to enhance walkability by adding curbs and uninterrupted sidewalks on both sides of the street. Speed bumps will be strategically placed to slow down traffic and create a safer environment for pedestrians, particularly in residential zones.
Reactivate Abandoned Alleyway (North of Steele Ave., East of Haldy Ave., West of N Roys Ave.)
This initiative will reactivate the currently unused alleyway north of Steele Avenue, transforming it into either a vehicular alley for improved access or a bike path spur to connect with Steele Ave. The goal is to make use of underutilized space to enhance mobility options in the neighborhood and security.
A/C System at Holton Community Center
Install a full air conditioning system at the Holton Community Center, which currently lacks A/C. The upgrade will ensure a safe, comfortable, and accessible environment for residents year-round, particularly during summer when extreme heat poses health risks, especially for children, seniors, and vulnerable populations.
Continuous Sidewalks: Orel Ave to Haldy Ave
To address gaps in the pedestrian network, this project seeks to complete the missing sections of sidewalks between Orel Avenue and Haldy Avenue. By connecting existing segments, residents will enjoy safer and more accessible walking routes throughout the area.
Lead & Galvanized Pipe Replacement for Entire North Hilltop Neighborhood
This major infrastructure project will replace all lead and galvanized water pipes from Orel Avenue to N Wheatland Avenue. The goal is to ensure safe, clean drinking water for all residents and modernize the neighborhood’s aging water infrastructure.
Convert 1-Way Streets to 2-Way
Convert N. Warren, N. Ogden, N. Burgess, N. Wayne, N. Oakley, and N. Wheatland Avenues (south of Steele Ave) to two-way to improve traffic flow, emergency access, and neighborhood connectivity.
Grace St & N Hague Ave: Crosswalks with High-Intensity Activated Crosswalk (HAWK) Beacon
Install high-visibility crosswalks and a pedestrian-activated HAWK (High-Intensity Activated Crosswalk) beacon at the intersection of N Hague Ave and Grace St. This location is adjacent to West Broad Elementary School and sees frequent pedestrian activity, particularly by children and families. The HAWK beacon will provide a safer, more controlled crossing environment by stopping traffic when activated, significantly reducing vehicle-pedestrian conflict and improving overall safety for schoolchildren and neighborhood residents.
Ridge Ave: Add Curbs and Continuous Sidewalks (Including Traffic Calming Devices)
To ensure consistent and secure pedestrian pathways, Ridge Avenue will receive new curbs and continuous sidewalks. This project also incorporates speed bumps to deter speeding and encourage safer driving behavior throughout the neighborhood.
N Hague Ave Redevelopment
A comprehensive redesign of the corridor to enhance safety, accessibility, and aesthetics. Key improvements include the replacement of existing curbs and sidewalks, installation of a protected bike lane, a new tree-lined streetscape, and a reconfiguration of the street layout to reduce speeding. Removes all on-street parking due to visibility hazards and frequent collisions. These upgrades support a safer, multimodal transportation environment while improving neighborhood livability.
Upgrade the Intersection of N Hague Ave & Steele Ave with Newer Lights
This project focuses on improving visibility and traffic management by installing modern traffic lights at the busy intersection of N Hague Avenue and Steele Avenue. Upgraded lighting will help reduce accidents and increase safety for both drivers and pedestrians.
LED Street Lights for N Harris Ave
This proposal involves replacing existing streetlights with energy-efficient LED lighting on N Harris Avenue. The upgrade will improve nighttime visibility, enhance public safety, and reduce long-term maintenance costs.
Valleyview Drive/Harper Road: Improve Bike Path with Protected Lanes and Proper Railroad Crossing
This proposal seeks to enhance bicycle safety and connectivity along Valleyview Drive and Harper Road by adding protected bike lanes and upgrading the railroad crossing to ensure safe and accessible passage for cyclists. These improvements will support active transportation, reduce risk of accidents, and encourage sustainable mobility in the community.
